1. Duties and powers of the Provincial People's Council in organizing and ensuring the implementation of the Constitution and laws:
a) Issue resolutions on issues falling within the tasks and powers of the Provincial People's Council;
b) Decide on measures to ensure social order and safety, fight and prevent crime and other violations of law, and prevent and combat bureaucracy and corruption within the scope of decentralization; measures to protect assets of agencies and organizations, protect life, freedom, honor, dignity, property, and other legitimate rights and interests of citizens in the province;
c) Decide on measures to implement tasks and powers decentralized by superior state agencies; Decide on decentralization to local authorities at district, commune level, and lower level state agencies to perform the tasks and powers of local governments in the province;
d) Abolish part or all of illegal documents of the People's Committee and Chairman of the Provincial People's Committee; annul part or all of illegal documents of the district-level People's Council;
d) Dissolve the district-level People's Council in case that People's Council causes serious damage to the interests of the People and submit it to the National Assembly Standing Committee for approval; ratify the resolution of the district-level People's Council on the dissolution of the commune-level People's Council.
2. Duties and powers of the Provincial People's Council on government construction:
a) Elect, dismiss, dismiss the Chairman of the People's Council, Vice Chairman of the People's Council, Head of Committee, Deputy Head of Committee of the Provincial People's Council, Chief of Office of the Provincial People's Council; elect, relieve from duty, and dismiss the Chairman of the People's Committee, Vice Chairman of the People's Committee and members of the Provincial People's Committee; elect, relieve from duty, and dismiss jurors of the Provincial People's Court;
b) Obtain votes of confidence and vote of confidence for position holders elected by the Provincial People's Council according to the provisions of Article 88 and Article 89 of this Law;
c) Dismiss the Provincial People's Council delegate and accept the Provincial People's Council delegate's request to resign from his duties as delegate;
d) Decide to establish or abolish specialized agencies under the Provincial People's Committee;
d) Decide on the payroll of civil servants in agencies of the People's Council, People's Committee, and public service units of the People's Committee at all levels in the province according to the payroll quota assigned by the Government; Decide on the number and level of allowances for people working part-time at the commune level, in villages and residential groups and approve the total number of people working in public service units under the province's management according to Government regulations;
e) Decide to establish, dissolve, merge, and divide villages and residential groups; Name and change the name of villages, residential groups, roads, streets, squares, and public works in the locality according to the provisions of law.
3. Duties and powers of the Provincial People's Council in the fields of economics, natural resources and environment:
a) Decide on the province's long-term, medium-term and annual socio-economic development plan; Planning and development plans for industries and fields in the province within the scope of decentralization;
b) Decide on state budget revenue estimates in the area; estimate local budget revenues and expenditures and allocate budget estimates at their level; Adjust local budget estimates if necessary; Approve local budget settlement. Decide on investment policies and project programs of the province according to the provisions of law;
c) Decide on contents related to fees and charges according to the provisions of law; People's contributions; decide on borrowing from domestic capital sources through issuance of local bonds, municipal bonds, project bonds and other forms of capital mobilization according to the provisions of law;
d) Decide on specific policies and measures to encourage and mobilize economic sectors to participate in providing public services in the province according to the provisions of law;
d) Decide on other measures for socio-economic development in the province according to the provisions of law;
e) Decide on construction planning and urban planning within the scope of decentralization according to the provisions of law; regional economic linkage between local government levels in accordance with the situation and characteristics of the locality and ensuring the unity of the national economy;
g) Decide on planning to develop the system of industrial, agricultural, forestry, and fishery promotion organizations, trade, service, tourism, and transportation networks in the province according to the provisions of law;
h) Approve the province's land use planning and plans before submitting to the Government for approval; Decide on measures to manage and use land, water resources, mineral resources, resources in sea areas, airspace, other natural resources, and protect the environment within the scope of decentralization.
4. Duties and powers of the Provincial People's Council in the fields of education, training, science, technology, culture, information, physical education and sports:
a) Decide on measures to develop the network of educational establishments and conditions to ensure educational and training activities within the scope of decentralization; decide on educational and training service prices for public educational and training establishments under the province's management in accordance with the provisions of law;
b) Decide on measures to encourage the development of scientific research, promote initiatives, technical improvements, and apply scientific and technological advances in the province;
c) Decide on measures to develop culture, information, physical education and sports; measures to protect and promote local cultural heritage values; Measures to ensure cultural, information, advertising, press, publishing, physical education and sports activities in the province within the scope of decentralization.
5. Duties and powers of the Provincial People's Council in the fields of health, labor and social policy implementation:
a) Decide on measures to develop the system of medical examination and treatment facilities at the provincial, district and commune levels;
b) Decide on prices for medical examination and treatment services for state-owned medical examination and treatment establishments under local management according to the provisions of law;
c) Decide on measures to protect and care for people's health; Protect and care for mothers, children, the elderly, the disabled, the poor, helpless orphans and people in other difficult circumstances. Decide on measures to prevent and control epidemics; Measures to implement population and family planning policies in the province;
d) Decide on measures to manage, use and develop local human resources; measures to create jobs, improve labor productivity, increase income and improve working conditions, ensuring labor safety and hygiene;
d) Decide on policies to attract and encourage officials, civil servants, public employees, and workers working in the locality in accordance with local conditions, budget capacity, and regulations of state agencies. superior water;

6. Duties and powers of the Provincial People's Council on ethnic and religious affairs:

7. Duties and powers of the Provincial People's Council in the fields of national defense, security, ensuring social order and safety:
a) Decide on measures to ensure the implementation of national defense and security tasks according to the provisions of law; maintain political security, fight, prevent and combat corruption, crime, and other violations of law, ensure social order and safety in the province;
b) Decide on policies and measures to promote local potential to build a strong national defense and people's security, build a solid defense area to meet peacetime and wartime requirements ;
c) Decide on policies and measures to build militia and self-defense forces, reserve forces, and local commune police; decide on policies and measures to combine economics with national defense and security, shifting local socio-economic activities from peacetime to wartime;
d) Decide on measures to ensure public order, traffic order and safety in the province.
8. Monitor compliance with the Constitution and local laws, and the implementation of resolutions of the Provincial People's Council; Supervise the activities of the Standing Committee of the People's Council, the People's Committee, the People's Court, the People's Procuracy at the same level, and the Committees of the People's Council at the same level; Supervise legal documents of the People's Committee at the same level and documents of the District People's Council.
